Drug treatment clinics are made functional in government healthcare facility, like district hospital, civil hospitals, and department of psychiatry in medical colleges. The purpose of these DTCs is to provide exclusive outpatient services for patients with any kind of substance use problems. The DTCs are provided dedicated staff like a medical officer, counselor and nurse, which will work on contractual basis to provide drug treatment services. The DTC services include:
- Development, distribution and sharing of guidelines, SOPs and resource material to ensure Minimum Standards of Care
- medicines
- Developing training curriculum, developing formats for evaluation and monitoring
- Training of service providers at DTCs
- Training of trainers for the regional centres,
- Overall financial management and co-ordination of the programme implementation.
- Identification and set up of new DTCs
- Establishment of DTCs
- Providing aiding and recruitment of staff
- Conducting monitoring and supervision activity
- Monthly report from all DTCs and providing a summery to national centre
- Financial management in their geographical region
- Training of the staff of DTC
- Coordinate and act as a resource centre for the DTCs in their geographical region
- Overall implementation of the scheme
- Recruitment and management of staff at NDDTC
- Capacity building (training) of staff at RRCC and DTC level
- Development of resource material, guidelines and SOPs
- Conducting meeting with nodal officers of all RRCCs and DTCs
- Conducting monitoring and supervision activities
- Undertaking quality assurance visits
- Medical Officer :- Provision of medicines for the patients.
- Counsellor :- Conducting one to one counselling sections with patients
- Managing of records,( intake pro forma, stocks, medicines)
- Creating awareness
- Conducting field visits if required
All the DTCs provide medicines free of cost. Moreover, it has also been envisaged that the DTCs will also provide community based services in form of awareness programs, information and education material and early detection. Moreover, some of these DTCs will also be equipped with dealing with special groups such as women and children.
